Duplicate layer (Ctrl + J) or double click on the layer in the Layers panel-Create Layer (Duplicate Layer). Open the Gaussian Blur filter (Filter-Blur-Gaussian Blur). This will bring up the next window:
The blur radius depends on the size and resolution of the image, as well as the desired result. Let's choose a radius of 5 pixels - so the effect will be clearly visible. For this image, the blurring radius is a bit much, but we chose it so that the difference is more obvious.
We add a layer mask to the layer with blur by clicking on the layer mask icon in the Layers panel:
